1. Suggestions on creating world-class core technology and technical property rights


The Party Central Committee and the State Council attach great importance to the development of the new energy vehicle industry, and all relevant departments have carefully implemented the central government's decision-making and deployment, and established a relatively complete policy system from automobile research and development, production, purchase, use to supervision.


In terms of technological innovation, our Ministry organized the implementation of the technological innovation project of the new energy vehicle industry, issued the "Action Plan for Promoting the Development of the Automotive Power Battery Industry", established the National Power Battery Manufacturing Innovation Center, and established a platform for collaborative innovation between upstream and downstream and between industries; Approved the creation of the National Intelligent Connected Vehicle Innovation Center to promote the development of intelligent connected vehicles. Through the implementation of the three-year action plan to enhance the core competitiveness of the manufacturing industry, the industrial revitalization and technological transformation special projects, and the major technical equipment research projects, the Development and Reform Commission has focused on supporting the electrification and intelligent development of the automotive industry, focusing on supporting a number of enterprises' independent innovation industrialization The project enhances the core competitiveness of the industry.


In addition, in February 2019, the Ministry organized the kick-off meeting for the preparation of the "New Energy Vehicle Industry Development Plan (2021-2035)" (hereinafter referred to as the "Plan"). Explore new modes of deep integration of new energy vehicles and energy, transportation, information and communication, seek new ways of industrial innovation and development, and create new growth poles for economic and social development. In the next step, our ministry will further give play to the role of the inter-ministerial joint meeting system for energy-saving and new energy vehicle industry development, strengthen overall planning and coordination, pay close attention to research and formulate the "Planning", take enhanced innovation capability as the central link to improve industrial competitiveness, and adhere to innovation-driven development Orientation, perfect the construction of innovation system, strengthen core technology research, and enhance development momentum.


2. Suggestions on scientifically formulating electric vehicle capacity planning and raising the entry threshold for enterprises


The Development and Reform Commission has actively promoted the optimization of the layout of China's auto industry and increased industrial concentration. In December 2018, the Development and Reform Commission issued the "Automotive Industry Investment Management Regulations", highlighting policy guidance, optimizing the industrial layout, and promoting the industry to gather in regions with a good industrial foundation, complete supporting systems, and obvious competitive advantages. Scientifically plan the layout of the new energy vehicle industry. Existing fuel-oil vehicle companies should increase R & D investment, adjust product structure, and develop new energy vehicles. At the same time, further improve the entry conditions for automobile investment projects, standardize the order of industrial development, increase the entry requirements for new energy automobile investment projects, and prevent blind investment and low-level repeated construction.


As the competent department of the industry, our department continuously improves the management mechanism of the new energy automobile industry. In January 2017, our Ministry issued the "Regulations on the Administration of New Energy Vehicle Manufacturing Enterprises and Product Access", which stipulates the activities of enterprises producing new energy vehicles in China and the production of new energy vehicle products used in China, which clarifies New energy vehicle production enterprises, new energy vehicle product access conditions, and related supervision and inspection, legal responsibility, etc.


In the next step, our ministry will work together with the Development and Reform Commission and other relevant departments to further improve relevant policies and measures, strictly implement the relevant requirements of the "Automotive Industry Investment Management Regulations" and "New Energy Vehicle Manufacturing Enterprises and Product Access Management Regulations", and optimize new energy vehicles. Industrial layout, and strive to promote the healthy and orderly development of the new energy vehicle industry.


3. Suggestions on encouraging existing traditional fuel car companies to adjust product structure and promote the development of industries towards high technology and low energy consumption


In order to continue to promote energy saving and emission reduction of passenger vehicles and establish a long-term mechanism to promote the development of the new energy vehicle industry, our Ministry of Finance, the Ministry of Commerce, the General Administration of Customs, and the General Administration of Market Supervision have studied and formulated the "Average Fuel Consumption of Passenger Car Enterprises The Measures for Parallel Management of New Energy Vehicle Points (hereinafter referred to as the "Points Method") will be implemented on April 1, 2019. The "Points Method" aims to establish a market-oriented mechanism that promotes the sustainable and healthy development of the energy-saving and new-energy automobile industry, and is an important means to continue the fiscal subsidy policy that is about to withdraw from the slope.


In order to ensure the smooth implementation of the "Points Method", our Ministry has carried out a lot of work. First, the Ministry of Finance and other departments have studied the accounting and tax processing principles involved in point transactions; second, we have organized the development of a point management platform, which includes information submission and Public announcement, accounting result release, point transaction and other functions, each passenger car company can log on the platform to carry out point transaction; third, the Ministry of Commerce, the General Administration of Customs, and the General Administration of Market Supervision issued the "About Good Fuel Consumption of Parallel Imported Vehicles and New Energy "Notice on the Reporting of Automobile Credit Data", deploying credit accounting for parallel import companies.


2018 was the first year of the implementation of the "Points Method". The five departments worked closely together to jointly build a "double point" management system and clarified the rules for point transactions. In 2016 and 2017, point accounting and transactions were successfully completed, with a total of 118 passengers. Automobile companies participated, including 94 domestic manufacturing companies (including joint ventures) and 24 import companies. A total of 107 points transactions were completed, with a transaction value of more than 700 million yuan. Driven by the "Points Method", the industry has paid more attention to the coordinated development of energy-saving and new energy vehicles, increased investment in technology research and development, accelerated the launch of models, improved product performance quality, stimulated the vitality of market players, and increased market competition Fully, the good development trend of China's new energy vehicle industry has been further consolidated, reaching the policy's expected goal.


In the next step, our department will continue to improve the functions of the point management platform, promote point trading, and quickly formulate issues such as the point value and point ratio of passenger car new energy vehicle points after 2021, and steadily advance the research topic of the point transaction system for commercial vehicles. Establish a unified and perfect point management system to promote the sustainable and healthy development of China's energy-saving and new energy automobile industry.


4. Suggestions on improving the charging infrastructure, building smart grids, and considering the increased demand for coal-fired power plants


In recent years, China's electric vehicle charging infrastructure has accelerated its development. According to preliminary statistics, as of the end of April this year, a total of 953,000 charging piles were built nationwide, an increase of 75% over the same period last year. Among them, there were 391,000 public charging posts and 562,000 private charging posts. At the same time, the national charging infrastructure monitoring platform is stepping up construction, and major charging operating companies have jointly established joint venture platform companies to jointly promote the "interconnection" of charging facilities. The new national standard for charging interfaces has been effectively implemented, and the interface standards have basically been unified.


About improving the charging infrastructure construction. In order to guarantee the demand for electric vehicle charging, in November 2018, the Energy Bureau, in conjunction with the Development and Reform Commission, the Ministry of Finance, and the Ministry of Finance jointly issued the "Action Plan for Improving the Charging Capability of New Energy Vehicles", which clearly put forward key tasks in the industry, improved safeguard policies and measures, and guided Healthy and sustainable development of the industry.


In the next step, the Energy Bureau will increase the coordination and coordination among relevant departments, and strive to systematically solve the common problems of construction land and power access for charging infrastructure projects; cooperate with the Ministry of Finance and other departments to guide the improvement of charging facilities construction awards and supplements, and effectively play a good role The positive role of funds in the central budget.


About improving the construction of smart grid. In recent years, the Energy Bureau has organized a "smart grid 2030 study to build a strategic system for the development of China's smart grid from a theoretical basis, planning and design, standard system, engineering demonstration, equipment manufacturing, etc., to guide and promote smart grid construction. At the same time , Actively promote the construction of the main grid structure of Hainan Power Grid and the intelligent upgrading of urban and rural power grids, accelerate the construction of provincial smart grid demonstration areas, and accelerate the construction of large-scale chemical energy storage and other demonstration projects in Gansu.


In addition, in order to promote the healthy and orderly development of the microgrid, the "Trial Measures for Promoting the Construction of Grid-connected Microgrids" was compiled and released, and encouragement and support measures were proposed to clarify the rights and obligations of all parties and promote the healthy and orderly development of the microgrid. Regarding overall research on clean power guarantee. In 2018, China's total generation of wind, light, water and nuclear energy exceeded 2 trillion, reaching 20855 billion kWh, accounting for about 29.9%. By vigorously implementing clean energy consumption action plans, the situation of abandoning wind, light and water has improved significantly. The annual average wind abandonment rate was 7.7%, a year-on-year decrease of 4.3 percentage points; the light abandonment rate was about 3%, a year-on-year decrease of 3 percentage points; the cumulative monthly water abandonment in the southwest region was 30 billion kWh, a year-on-year decrease of 30%, and the water energy utilization rate was 95% About; the utilization hours of nuclear power generating units are maintained at a high level.


In May 2019, the Energy Bureau entrusted relevant units to carry out intelligent and orderly management research on charging infrastructure, intending to make full use of the flexible energy storage characteristics of electric vehicles, as far as possible to match the output of renewable energy such as wind, water and water, and promote the consumption of clean electricity To alleviate the problems of abandoning wind, light and water in the power system. In the next step, the Energy Bureau will actively carry out pilot demonstrations in the field of interaction between charging infrastructure and the power grid to improve the level of clean power guarantee for new energy vehicles.


V. Suggestions on attaching great importance to and in-depth study of the disposal of waste batteries


Our ministry attaches great importance to the recovery and utilization of new energy vehicle power storage batteries. In conjunction with relevant departments to speed up the construction of the system, we released the interim measures for the management of new energy vehicle power storage battery recycling, highlighting the implementation of the extended producer responsibility system, and clearly proposing that it should be reused after first use In principle, the rational use of multi-level and multi-purpose waste power batteries should be carried out to reduce comprehensive energy consumption, improve energy efficiency, improve comprehensive utilization levels and economic benefits, and protect the environmental protection of unusable residues.


In July 2018, in order to implement the "Promotion Plan for Extended Producer Responsibility System" and promote the recovery and utilization of power batteries, our Ministry formulated the "Interim Provisions on the Traceability Management of Recycling and Utilization of New Energy Vehicle Power Battery". In addition, our department organized the preparation of the "13th Five-Year" standard system for the automotive industry, systematically sorted out the requirements for standards related to power battery recycling, and accelerated the development of urgently needed standards.


Accelerate the research and formulation of related standards such as the requirements for echelon utilization, disassembly requirements, material recycling requirements, packaging and transportation specifications, etc. based on the completed automotive power battery specifications, power battery disassembly specifications and residual energy detection and other recycling standards Study the evaluation and testing technology and standard requirements of used power batteries. In the process of standard revision, our ministry will give full play to the enthusiasm of industry enterprises and involve all parties to participate in the standard revision.


In addition, in May 2016, the Ministry approved the establishment of the National Power Battery Innovation Center, established a collaborative research mechanism for production, education and research, focusing on key materials, power batteries and systems and other key technologies for research and development. Our ministry guided the formation of the China Automotive Power Battery Industry Innovation Alliance, concentrated industry advantages, and built a bridge and bond for industry communication.


In the next step, our ministry will continue to accelerate the construction of a national power battery innovation center, closely connect the upstream and downstream industry chains, and research and establish a sub-center for automobile power battery recycling. Unite with potential battery manufacturers, tower companies and other potential applications to jointly promote the industrialization of automobile power battery recycling and use the innovation center to integrate with the power battery industry chain to build a platform to promote the use of power batteries and recycling.
